What I find remarkable is that because I am the custodial parent, I am required to pay this fee, but more importantly, because I have never received any form of welfare or cash assistance. In other words, the Republicans were behind Kate in having the state pay, and the Democrats were against it. Unfortunately, the Department of Public Welfare lobbied hard and on May 13, 2008 the final vote was 116 yeas, 84 Nays to keep the Harper amendment out and leave SB1278 as was. We were fortunate to get the state to cover up to 2000, instead of the Federal government requirement of 500.
